Universities are taking difficult decisions to address the financial challenges caused by a decline in international student numbers, the loss of EU funding, growing costs relative to income, and an increasingly competitive domestic student market.

I have asked Medr to undertake a mapping exercise of demand and delivery of courses across the sector, the initial findings of which will be published soon. This will help Welsh Government, Medr and the sector consider how we can ensure the continued delivery of a diverse range of subjects across Wales.

Universities Wales has been involved in Universities UK’s Transformation and Efficiency Taskforce. This taskforce produced an initial report in June this year containing advice for universities on exploring collaborative opportunities, including the sharing of services, to create efficiencies and improve financial sustainability. I have encouraged universities to consider the recommendations of this report in their forward planning.

I will deliver an Oral Statement to the Senedd on 25 November where I will set out the next steps we will be taking to work towards a sustainable future for our tertiary education sector.
