Pa gamau y mae Llywodraeth Cymru yn eu cymryd i fynd i'r afael ag amseroedd aros ar gyfer diagnosis awtistiaeth yn unol â'r Cod Ymarfer Awtistiaeth?

The 2021 Statutory Code of Practice on the Delivery of Autism Services sets out clear expectations for local authorities and health boards to deliver needs-based autism services.

It does not set explicit national targets for waiting times. It:

  • Requires health boards and local authorities to ensure timely access to diagnostic assessments as part of their duties under the Social Services and Well-being (Wales) Act 2014 and the NHS (Wales) Act 2006.
  • Emphasises a needs-led approach, meaning individuals should receive support based on their needs rather than waiting for a formal diagnosis.
  • Encourages services to monitor and report on waiting times but does not provide targets.

An independent evaluation of the code was commissioned following its introduction. Phase one of the evaluation was published on 30 April 2024. It found the code significantly influenced the raising of awareness of autism and the provision of training within health and social care services. Phase two examined the implementation of the phase one recommendations and focused on the experiences of autistic people and their families receiving services. The findings will be published in the autumn.

In February 2025, I announced an additional £13.7m investment to extend the Neurodivergence Improvement Programme (NDIP) to March 2027. This funding will reduce waiting times for autism and ADHD assessments; support the National Neurodivergence Team; pilot new integrated service delivery models and enhance workforce training across health, education, and social care.
