Welsh Government held a consultation in Autumn 2022 on school uniform policy regarding proposed changes to statutory guidance here in Wales. The consultation received an extremely high number of responses from stakeholders, including a number of responses from school uniform suppliers, which focussed on the quality of uniform garments when purchasing from specialist suppliers. Officials also met with the Schoolwear Association, who represent retailers, suppliers and manufacturers in the supply of school uniform, to hear their views on key issues including costs and value for money.

However, the Welsh Government guidance on school uniform states that when introducing a new uniform, or considering changes in uniform requirements, governing bodies should give high priority to cost and affordability.

Requiring school logos and other bespoke features on school uniform, obtainable only from specialist suppliers can be costly. Branded items should not be compulsory.

The Welsh Government encourages governing bodies to have regard to the availability of school uniform garments. Having a wide range of uniform suppliers addresses issues for those parents and carers who encounter difficulty accessing specialist uniform suppliers and who are in remote areas. The guidance encourages schools not to signpost to a single supplier, allowing families freedom of choice to purchase uniform online or at local supermarkets or high street stores.

The School Essentials Grant has made a significant difference to many lower-income families across Wales, helping to reduce the worry surrounding the purchase of school uniform and equipment, enabling children to attend school and take part in activities at the same level as their peers. £13.1m has been made available for the School Essentials Grant for 2025-26, enabling us to continue funding the grant at the level of £125/£200 per learner as in 2024-25.The Welsh Government are not currently considering introducing a price cap or subsidy scheme for school uniforms.
