Saesneg yn unig.

The Welsh Government recognises that school uniform and other items that are required to be purchased in accordance with a school uniform policy can be a financial burden, particularly for low income and large families. Consequently, when introducing a new uniform, or considering changes in uniform requirements, governing bodies should give high priority to cost and affordability. No school uniform should be so expensive as to leave pupils or their families feeling unable to apply for admission or to attend a particular school. Where branded items are part of the uniform, these should not be compulsory, and schools should ensure they have arrangements in place to acquire second hand uniforms.

Since the revised school uniform guidance was published in May 2023, there has been an increase in school uniform exchange schemes in both primary and secondary schools across Wales, which could imply that a high number of uniforms being purchased are of a high quality, allowing them to be re-used by other families.

The Welsh Government encourages governing bodies to have regard to the availability of school uniform garments. Having a wide range of uniform suppliers addresses issues for those parents and carers who encounter difficulty accessing specialist uniform suppliers and who are in remote areas. It also allows freedom of choice should families wish to purchase items from high street, online retailers and supermarkets. As such, Welsh Government are not intending to amend the guidance to include quality standards as this could restrict options to families on where they choose to purchase items.

We recognise the efforts of school uniform suppliers who strive to supply quality, affordable uniforms, that help to support schools to deliver their uniform policy.

Officials have met with the Schoolwear Association, who represent retailers, suppliers and manufacturers in the supply of school uniform across Wales and the UK, to discuss concerns raised by school uniform suppliers following the publication of the Welsh Governments updated school uniform guidance in May 2023. Officials asked to be kept informed by the Schoolwear Association of any issues arising from uniform suppliers across Wales.
