A traffic management plan is in place for use during closures of the A55 between Junctions 19 (Llandudno Junction) and 11 (Bangor). This plan directs traffic along the trunk road network via the A470 and A5, providing a strategic diversion route that maintains connectivity while aiming to minimise disruption.

It is fully acknowledged that unplanned and emergency closures of the A55, such as those affecting the Conwy Tunnel, can have a considerable impact on local communities, drivers and businesses. This is not unique to North Wales; similar challenges are experienced across the UK whenever major roads are closed in emergencies.

To help mitigate these impacts, the Welsh Government promotes the use of a ‘trunk road to trunk road’ diversions approach through coordinated communications. However, we recognise that drivers often rely on satellite navigation systems or local knowledge, which can lead to increased traffic on unsuitable local roads. This remains a challenge, and we continue to work with partners to improve messaging and encourage compliance with designated diversion routes.

The diversion routes you mentioned have been shared with emergency services and key partners over many years. Most recently, they were formally presented as the preferred route during both the Strategic and Tactical Coordination Group meetings convened in response to the Conwy Tunnel fire. Furthermore, what needs to be recognised, is it is the combination of multi-agency planning exercises and dynamic strategic coordination meetings which take place for emergency events that helps to effectively manage A55-related incidents in North Wales.
