I recently met with the Police and Crime Commissioners and Chief Constables to discuss safety concerns relating to illegal and antisocial use of e-scooters, e-motorbikes and e-bikes. We considered actions we can take to increase awareness of and compliance with the law and reduce danger, to both riders and others, and in particular vulnerable pedestrians. We will be publishing a new Road Safety Partnership Plan for Wales later this year that aligns with international best practice, adopting Vision Zero principles based on the Safe System Approach. We are committed to improving road safety for all road users in Wales.

Rule 59 of the Highway Code recommends wearing light coloured, fluorescent or reflective clothing and Road Safety Wales frequently disseminates this message through a variety of mechanisms. Road Safety Wales has also issued advice on e-scooters and e-bikes to all primary and secondary schools in Wales and contacted all Directors of Education regarding the use of e-scooters, which are illegal other than on private land.
