The National Transport Delivery Plan 2022 to 2027 (NTDP) does not refer to any plans to introduce road charging (RUC) in Wales, including Cardiff. It states that demand management schemes, such as road user charging, have “the potential to deliver modal shift, address carbon targets and support investment in sustainable transport”.

The NTDP does contain a commitment to “develop a strategy for fair road user charging”, and Cardiff City Council has supported this work. However, work is currently focussed on the delivery of other priority areas within the Plan.
