The Reducing Restrictive Practices Framework was first published in 2021 and updated in 2022, to include sections on ‘secure transport’, ‘procurement’ and ‘recording of the use of restrictive practices and using data to improve practice’.

Alongside the publication of the Framework there has been an awareness campaign across childcare, education, health, and social care.  Welsh Government have also commissioned Bild to work with an advisory group to create a ‘learning offer’ to raise awareness and train practitioners and commissioners of services.

This Framework is non-statutory. However, it sets out the Welsh Government’s expectations for policy and practice in reducing restrictive practices across childcare, education, health, and social care settings as part of a person-centred approach. As such the Inspectorates: Estyn; Health Inspectorate Wales and Care Inspectorate Wales will consider compliance with the approach set out in the Framework when they carry out inspections.

The NHS Wales Joint Commissioning Committee who manages the National Collaborative Mental Health Hospital Framework that includes independent providers also ensure this data is collected and compliance of the approach is part of their assurance process.
