During the passage of the Curriculum and Assessment (Wales) Act 2021, the Welsh Government committed to conducting a formative evaluation of the Curriculum for Wales to understand early successes and challenges, and whether the curriculum reforms are having the intended consequences. This is intended to enable any necessary changes to be made to policies to increase their effectiveness. This is explained in the Explanatory Memorandum.

The formative evaluation has been designed to provide us with a broad qualitative and quantitative picture of how the reforms are working, how practice is changing and how these changes are being experienced by practitioners, learners and their families. Each year it will include a number of deep dive investigations to give us a more detailed understanding of specific curriculum elements or parts of the system.
