Local authorities can claim £3.20 per meal served to newly eligible learners as a result of the commitment to delivery universal primary free school meals. However, they retain the duty to provide a meal for learners who are eligible due to benefit-related eligibility criteria. In fulfilling this duty local authorities have discretion over how much they allocate from the Revenue Support Grant, which is un-hypothecated.
