The Explanatory Memorandum relating to The Local Government Finance (Wales) Bill was published on 2 July. Estimates of anticipated costs, savings and benefits relevant to future council tax revaluations in Wales are outlined in the Regulatory Impact Assessment contained therein. The estimated cost of implementing a revalued council tax list on 1 April 2028 is £11.7m over two years (2026-27 to 2027-28). Other associated costs are outlined in the Regulatory Impact Assessment.
A copy of the service level agreement between the Welsh Government and the Valuation Office Agency for the financial year 2023-24 has been made available to the Member. The agreement is currently being updated for the financial year 2024-25 in discussion with the agency to reflect the Welsh Government’s latest requirements of the VOA, and to take account of the statement made on 15 May.
Council tax provides a stable and essential revenue stream for local services of more than £2.6 billion annually. A modern and effective local taxation system is required to ensure the continued viability of the local government finance system, to help meet the costs of vital services to communities including education and social care.
