Since 1 January 2022 all new–build, major refurbishment and extension projects requesting funding support through the Sustainable Communities for Learning Programme are required to demonstrate delivery of Net Zero Carbon in operation plus a 20% reduction on the amount of embodied carbon, ensuring that low-carbon and sustainable materials are used in the building or refurbishment of schools and colleges. The embodied carbon target will reduce to 600 KgCO2/m2 (a 40% reduction from baseline) in 2025.

The additional cost of achieving these goals is typically around 12.5% which is supported by the Welsh Government and the Sustainable Communities for Learning Programme. 

The Programme has already delivered the first Net Zero Carbon schools in Wales, the first being South Point Primary, in the Vale of Glamorgan, which opened its doors to learners in March 2022. We are also surveying all state funded schools and colleges in Wales to develop a Net Zero Carbon route map for the existing education estate.

Through the innovation in designs currently being developed for the successful ‘Sustainable Schools Challenge’ projects we expect to see new novel and innovative ways of resourcing and using low carbon materials in construction. Ysgol Gynradd Gymraeg Rhosafan, Neath Port Talbot, a new school serving the Glyn-coch community in Rhondda Cynon Taff and Campws Gymunedol Bontnewydd, in Gwynedd will push the boundaries on all aspects of sustainability through innovation and collaboration and provide useful case studies to inform the wider programme. Pupil and community engagement at all stages is a requirement for these projects, linking to the curriculum in innovative ways through digital and physical methods. An allocation of up to £45 million will provide funding for these three projects.
