The Welsh Government has worked closely with Local Authority Leaving Care teams across Wales to ensure that only young people who are eligible for the pilot have enrolled. As part of the enrolment process, young people completed an enrolment form which asked for their date of birth and National Insurance number in addition to other personal information.

All young people enrolled on the pilot have been identified as a Category 3 care leaver by their allocated Local Authority in line with the Care Leavers (Wales) Regulations 2015.  This means that the young people who have signed up to the pilot have been under the care of their Local Authority for a minimum of 13 weeks between the ages of 14 and 18 as outlined in Part 6 of the Social Services and Well-being (Wales) Act 2014 and are well known to the Local Authority Social Care teams.
