The law prohibits smoking in enclosed and substantially enclosed public places and workplaces, however some organisations, such as transport operators, have introduced their own additional restrictions, to prohibit people using vapes on their premises.
I expect the British Transport Police to work with train operators to manage enforcement of any such restrictions appropriately to maintain a healthy environment for people using rail services.
