Alongside the target of reaching a million Welsh speakers by 2050, the Welsh Government’s Welsh language strategy, Cymraeg 2050, includes the target of increasing the percentage of the population who speak Welsh daily, and can speak more than just a few words of Welsh, from 10% in 2013-15 to 20% by 2050.

For the purpose of this target, this only includes Welsh speakers who speak the language daily and:

  • Are fluent in Welsh, or
  • Can speak a fair amount of Welsh, or
  • Can only speak a little Welsh.

 

It does not include those who:

  • Can say just a few words of Welsh.

This information is based on an individual’s subjective assessment of their own Welsh language ability (or, in instances where a respondent answers on behalf on another individual, their assessment of the individual’s Welsh language ability).

Progress against this target, which is also a national wellbeing indicator, is measured by the Welsh language use survey, and by the National Survey for Wales in between Welsh language use surveys.

The latest data from the Welsh Language Use Survey 2019-20 estimated that 10% of people aged three or older speak Welsh daily and can speak more than just a few words of Welsh.
