The UK Government is responsible for providing financial support and subsistence to asylum seekers in Wales. The Welsh Government is responsible for migrant integration and the well-being of those present in Wales.
We work closely with the UK Government to understand the nature of any financial support and ‘Public Funds’ restrictions applying to asylum seekers. We have published No Recourse to Public Funds (NRPF) guidance to assist public sector bodies and third sector organisations to ensure they comply with these conditions and that bodies consider alternative assistance which can be lawfully offered.
Eligibility for the Basic Income for Care Leavers in Wales pilot is a matter for the Welsh Government. Care experienced unaccompanied asylum-seeking young people are eligible for the Basic Income pilot as category three care leavers.
In March 2023, a joint Ministerial letter was issued to the Parliamentary Under Secretary of State for Justice, seeking confirmation of the UK Government’s position on legal aid in relation to the Basic Income for care leavers in Wales pilot, including care leavers who are also asylum seekers.
