Welsh Government published the NHS Research and Development (R&D) Framework ‘Research Matters – What Excellence looks like in the NHS’ in a drive to embed and integrate research into all aspects of health and care services in NHS Wales via a Welsh Health Circular in August 2023 (WHC 2023/026).

The framework was used to shape discussions and a self-assessment process by NHS Organisations as part of annual review meetings held between Welsh Government, Health and Care Research Wales and NHS organisations.

The annual review process has enabled Welsh Government to identify four national projects that will be undertaken over the next few years to support NHS organisations. These include addressing barriers to developing the clinical academic workforce; improve job planning to include R&D; measuring the financial and societal impact of R&D and improving awareness of research within the NHS.

The Chief Medical Officer has asked all NHS organisations to nominate an independent member to act as NHS R&D Board Champion, who will work with Welsh Government to support the implementation of the framework and increase visibility of research at Board level within their respective organisations.
