The Welsh Government takes a keen interest in broadcasting issues which affect Wales. We are aware of the importance of Welsh sporting events being available for broadcast in both Welsh and English to fans and to broadcasters. We appreciate that the use of the Welsh language is a vital expression of identity for many, and we believe that the provision of Welsh commentary is important to the promotion, progression and safeguarding of the Welsh language.

The current Ofcom code does not provide the regulator with the authority to protect Welsh language provision on streaming services.  Similarly, with broadcasting not a devolved matter, the Welsh Government also holds no statutory power over streaming services output. 

In October 2023, the Welsh Affairs Committee conducted an inquiry on broadcasting in Wales. Its report included a recommendation that Ofcom’s remit be “amended to ensure that it can designate events in Group A and Group B of the Listed Events Regime and specified non-listed events as requiring live Welsh language commentary”.  In response, the UK Government has said that given the operational and editorial independence of broadcasters, it would not be appropriate regulation to be more prescriptive about how they choose to present those rights.

As was seen with last year’s Autumn rugby international, Amazon Prime did provide commentary in Welsh, clearly demonstrating a wiliness and ability by streaming services to offer the service. As such, the Welsh Government continues to be committed to working with Ofcom, the UK Government and streaming services to explore how the provision of Welsh language commentary can be secured for future sporting events.
