It is evident that attendance in schools is impacted by wellbeing and poor mental health, and through attitudes towards learning and schooling. We also know that attendance has a strong impact on learner outcomes, standards and progression. That is why we continue to invest in supporting learner’s mental health and wellbeing.

In March 2021, we published a framework on embedding a whole school approach to emotional and mental well-being. The framework, which is statutory guidance, seeks to support good emotional and mental well-being by promoting a positive cultural environment in schools, where children and young people form positive relationships with staff and other learners.  Our draft budget for 2024-25 includes a commitment to provide £13.6m jointly from the HSS and Education budgets to support this work.
