One of the principles underlying the Tertiary Education and Research (Wales) Act 2022 is that at a system-wide level, we will meet the needs of learners by providers operating within a coherent system.

I recognise that collaboration across the tertiary sector is crucial to deliver those clearer learner pathways, a national offer that reduces duplication between neighbouring institutions, local and regional use of the tertiary estate, shared services, knowledge exchange and applied research development. This is why two of the Commission’s strategic duties, provided for in the Act, require them to promote different aspects of collaboration.

Prior to CTER becoming operational, my officials and I are continuing to facilitate a comprehensive range of stakeholder engagement across the post-16 sector, and in conjunction with the Commission. This has included:

·       the continued use of my Strategy Board, whose membership now includes the Chair, Deputy Chair and CEO of the Commission’s board;

·       consultations on aspects of implementing the legislation,

·       briefing sessions;

·       and strategic as well as operational stakeholder conversations. 

I know that the Commission is already working to build strong relationships with all its stakeholders, and I am satisfied that the Board, with its broad sectoral representation, is well aware of the benefits of this early engagement.

This foundational work will contribute to its success in that area and in the coming years I would expect it to be equipped to develop new strategic pathways, better opportunities for learners, a higher skilled workforce and improved access to research and innovation.
