The Housing Act 1996 sets the legislative framework for social housing allocations. Section 167 of the Act confirms local authorities are required to have an allocation scheme that determines the authority’s priorities and the procedure to be followed in allocating housing.

The Welsh Government’s Code of Guidance for local authorities on the allocation of accommodation and homelessness specifies and gives examples of how allocation policies within the scheme may look. It is at the discretion of the local authority as to how they develop and implement their allocation scheme.
