In its final report the Holtham Commission produced the most recent assessment of needs applicable to devolved services in Wales relative to England, but that was not specific to individual functional areas. The austerity policies followed by UK Governments since 2010 have resulted in the underfunding of public services across the whole of the United Kingdom.
