The Conwy County Borough Council Conwy Valley Welsh transport appraisal guidance study was commissioned by Conwy CBC in response to their Levelling Up Fund bid and did not involve the Minister. Officials were aware of the parameters of the study.
Welsh Government are stakeholders in this study as trunk road authority for A470 and have agreed with Conwy CBC on the extent of works on A470.
