The National Clinical Framework explained that the NHS Executive’s clinical networks would engage with clinical professionals and patients in the development of clinical pathways. This could be undertaken in a number of different ways depending on the matter under consideration, ranging from patient surveys to patient reference groups.

By its very nature, a network format is designed to bring lead clinicians and managers together from across all health boards and trusts to collaborate. Existing national clinical networks have demonstrated that this arrangement can be effective.

The National Clinical Framework requires that the NHS in Wales respond to quality statements. This requirement is reiterated in the NHS planning framework. Quality statement expectations and clinical pathways are to be reflected in local planning intent. Where possible, metrics associated with specific quality statements are cross-referenced to the NHS Performance Framework and/or NHS national clinical audit and outcome review programme.

Quality statements are intended to work within and be integral to NHS planning and accountability processes. They are aimed at guiding local NHS planning and it is through the delivery of health board and trust services in line with the expectations of the Quality Statements that patient outcomes will be improved.  Accountability for delivery will be monitored through implementation of NHS organisations’ Integrated Medium Term Plans, and via regular Integrated Quality, Planning & Delivery meetings with organisations.
