A commitment to Senedd reform was an explicit part of the manifestos of Welsh Labour, Plaid Cymru and the Welsh Liberal Democrats in the 2021 Senedd elections. Those members make up over two thirds of the Senedd. The Welsh public have therefore provided sufficient support to enable legislation to be brought forward, within the terms set out by a Conservative Government at Westminster.
