Provisional data from the Pupil Level Annual School Census (PLASC) showing the number of pupils with additional learning needs (ALN) or special educational needs (SEN) in each local authority in Wales as of February 2022 is set out in the table below. 

The Welsh Government does not have projected numbers for the next three years. A three year phased implementation of the new ALN system began in September 2021. The Welsh Government is putting arrangements in place to monitor and evaluate implementation of the ALN Act.
