Future Wales - The National Plan 2040 provides a central estimate of the number of additional homes required for the five-year period between 2019-20 and 2023-24. For this period the central estimate is for approximately 3,500 (48%) affordable homes and 3,900 (52%) market homes each year over the five-year period.

Building on Future Wales, Planning Policy Wales requires local authorities to undertake a Local Housing Market Assessment to establish the need for all types of housing in their area and identify sufficient land to meet the locally determined housing requirement. The ability to deliver the identified housing requirement must be demonstrated through a housing trajectory. The trajectory will illustrate the expected rate of housing delivery for both market and affordable housing for the plan period. Accurate information on housing delivery assessed against the trajectory forms part of the evidence base for development plan Annual Monitoring Reports for each local planning authority.
