I have been clear that a ban on the third party sales of puppies alone will not end ‘puppy farming’. Understanding barriers to enforcement, ensuring impartial veterinary advice when licensing and educating the public are essential to improving puppy welfare.
It is for this reason we took care to consult not once but twice on this issue, and also why we are not relying on legislation alone to ‘change the system. We are supporting local authorities in Wales via a three-year funded project to strengthen the enforcement of existing and new legislation in relation to puppies and kittens in Wales.
