Technical Advice Note (TAN) 6: Planning for Sustainable Rural Communities was published in 2010 and is available to view on the Welsh Government website.

This gives over-arching advice on the issue of One Planet Developments (OPD) and the issues and evidence needed for their assessment through the planning process. This supplements the strategic policy lead given in Planning Policy Wales, which was revised in 2018.

In 2012, the Welsh Government produced detailed Practice Guidance on One Planet Developments which includes an ecological footprint calculator to assist local planning authorities in their application of the policy.

There are no current plans to update the over-arching policy or guidance on One Planet Developments. However, officials are aware of some issues with the Practice Guidance calculator which we will look to rectify in due course once resources permit.

As part of the TAN6 monitoring framework on Rural Enterprise Dwellings, planning application data for One Planet Developments has been received since April 2014. Local planning authorities are asked on an annual basis to supply the number of planning applications for One Planet Developments that have been either approved or refused within a survey period from April to March.

The latest data available is from the April 2018 to March 2019 period whereby local planning authorities collectively reported 10 applications granted planning permission and 1 application refused planning permission.

Due to ongoing resource implications for local authority planning departments in response to the Covid-19 pandemic, there has been no request this year for data for the period April 2019 – March 2020. It is envisaged that this data will be requested in April 2021 for a two year period.

All the data from the annual monitoring of OPD is available to view on the Welsh Government website at the following address:
