The Welsh Government will not backdate the date from which the new rates and thresholds for Land Transaction Tax will apply.  Careful consideration was given to the changes to be made and the timing of those changes.  Those who entered into land transactions or exchanged contracts completing before the changes were announced and are to come into force, were aware of the tax implications of their transactions and had planned to pay the tax. 

The temporary threshold adjustment is intended to encourage transactions in the housing market this year. To repay tax from transactions that have already occurred would be a poor use of the scarce resources that this government has to combat the coronavirus, maintain our NHS, support businesses though our Economic Resilience Fund, and the many other essential funding needs we must meet to make Wales a better place now and for our future generations.
