Pandemic influenza is one of the highest risks outlined in the National Risk Register and would result in excess deaths. To mitigate against the number of excess deaths, the Welsh Government put in place a range of countermeasures as part of a UK Pandemic Influenza Strategy including medicines and PPE. The Welsh Government is also part of a UK review of pandemic preparedness and arising from that work, and as part of our COVID-19 response, issued revised guidance to LRF on managing excess deaths, introduced emergency legislation and implemented capacity.
