The Countryside and Rights of Way Act (CRoW) 2000 provides a right of access on foot to areas of mountain, moor, heath and common land for the purpose of open-air recreation. This right is commonly known as the ‘right to roam’ and applies to one-fifth of Wales. There are no plans to follow the Scottish ‘right to roam’ model that gives rights of access over most land and inland water.
Following the consultation on Sustainable Management of Natural Resources, the Welsh Government is currently undertaking an Access Reform Programme that includes reform proposals to enable greater access to the Welsh countryside for a wider range of activities.
