In my response to the Children, Young People and Education Committee’s ‘Mind Over Matter’ report in June 2018 I set out our aim to promote a whole school culture where everyone is responsible for supporting students, colleagues and their own wellbeing.  This approach builds on findings in Estyn’s 2019 ‘Happy and Healthy’ report that shows around two-thirds of primary schools and a third of secondary schools in Wales have an inclusive whole-school approach to supporting health and wellbeing.

To support our work the Minister for Health and Social Services and I convened a joint Ministerial Task and Finish Group of experts in the field to advise us on the actions required to establish a consistent, all Wales whole school approach to supporting children and young people with emotional and mental health problems.  Part of that work has included the production of a Framework – this provides guidance which will support schools in developing consistent whole school approaches backed by robust monitoring and evaluation arrangements.   

The Framework will stress the need for wellbeing to be considered as part of the core function of the school and be the responsibility of all staff.  This supports our transformational new curriculum arrangements and in particular the Health and Wellbeing Area of Learning Experience.  

The new Framework Guidance on Embedding a Whole School Approach to Emotional Wellbeing and Mental Health will issue for consultation early in 2020.
