The Welsh Government collects and publishes annual statistics on statutory homelessness in Wales, broken down by the age of the applicant.

 

Since 2015, information on households applying to local authorities for housing assistance under the Housing Act (Wales) 2014 has been collected. Local authorities are required to record all assessment outcomes.

Care should be taken when comparing 2015-16 and 2016-17 data. A number of factors impacted on the quality and accuracy of the data collected and published on statutory homeless during 2015-16, including:

  • timing of the legislative changes
  • under-recording of outcomes data (with the possibility of multiple outcomes for individuals)
  • delays in the change over of IT reporting systems to cover the new legislation

This is likely to have contributed to the increase shown in Table 1.

Prior to 2015, data collected under the previous legislation (Housing Act 1996) was based on the final assessment decision made by local authorities on households who applied for assistance with housing.

 

Data pre and post 2015 is not comparable. Under the new legislation, homelessness may have been resolved through earlier intervention.
