The response I gave to WAQ75099 was based on assurance and confidence on delivery provided to my officials by Hywel Dda UHB on their ability to deliver against their control total. In December, Hywel Dda UHB subsequently reported a significant deterioration in their financial performance due to failure to deliver on planned savings, and inappropriate assumptions on funding.
I have made it clear that difficult decisions are needed to ensure the future sustainability of health services in Hywel Dda. The Board were given a clear target to not exceed their planned deficit of £58.9 million for the current financial year but it was not until December that they said they would miss this target.
This late and material change in their reported position is very disappointing given the earlier assurance given and raised significant concerns with financial management, reporting and Board oversight. Officials are following up in detail with them, and have undertaken a financial scrutiny session on the reported figures with UHB officers and this has been escalated through the Targeted Intervention meetings.
