Further education institutions and sixth form colleges are autonomous bodies and responsible for their own workforce planning. As part of their strategic planning processes they would need to plan their curriculum to meet demand, and ensure they have the resource to deliver the provision.
As autonomous bodies they are also responsible for recruiting and developing their own staff and would therefore implement their own guidance for workforce planning and ensure staff are appropriately qualified. The Welsh Government has not issued guidance to institutions on staff recruitment. However, the establishment of the Commission for Post Compulsory Education (PCET) brings the opportunity to have a more strategic approach to workforce development and planning across the PCET system. Welsh Government is therefore intending to include proposals for the Commission to have a role in PCET workforce development within in its technical consultation with stakeholders, to be issued in spring 2018.
