I presume Andrew R.T Davies is referring to the ‘Right to Buy’ scheme rather than ‘Help to Buy’ in WAQ75221 as Help to Buy has not been suspended in any area and is available to anyone purchasing a new build home in Wales who meets the relevant eligibility criteria.
For Council tenants in areas where the Right to Buy is suspended, there are other home ownership schemes available, such as Help to Buy Wales and Home Buy. We are also developing a new “Rent to Own” scheme which offers a route to home ownership for those who do not have a deposit saved, but can afford market rent.
Subject to the safe passage of the Bill, final abolition of the Right to Buy will not come into force until twelve months after Royal Assent. There are provisions within the Bill to ensure that all tenants will receive information within 2 months of Royal Assent, giving them a further ten months, before final abolition, to submit an application to buy their property.
In relation to tenants in suspended areas, any applications received for the Right to Buy prior to Welsh Ministers deciding to consider an application for suspension can continue. Applications received after a decision to consider an application are stayed. If a suspension is subsequently granted, stayed applications are deemed not to have been made.
