As there has been no development work carried out on the scheme over the last 10 years the Benefit to Cost Ratio (BCR) dates back to the Public Inquiry in the nineties and at that time was 1. 16. Therefore establishing a robust BCR for the project will be an early action as part of the scheme's development.
Following WelTAG guidance, the BCR will be considered alongside the social, cultural and environmental impacts of the scheme.
